For most of its 50-year history, the Pell Grant has not covered summer classes, with two brief exceptions: 2009-2011 and 2017 to the present. Additionally, summer students tend to take fewer courses but on a more rigorous schedule, which may help both learning and morale. They may also avoid summer learning loss.

After losing over 10% of two-year students during the pandemic, both due to declines in new students and to a national dip in retention, this enrollment recovery was a welcomed reprieve. While this is worth applauding, it’s also important to look at retention rates to understand trends in students who are still leaving community colleges.

While this is worth celebrating, it’s also important to look at short-term retention rates to understand who is leaving community colleges early on. Even though completion rates have improved, one-year retention rates have remained relatively flat for the past decade , with a 51.3% for students starting in fall 2020.
